Who cares when it was planned? It could have been planned under Ronald Reagan's presidency for all we know - that is strictly conjecture on anyone's part. The fact remains that it was executed under Bush and it was a failing of the Bush presidency to prevent the attack from occurring.
What Bush and Co. was very successful in doing however was spinning the issue. Republican strategists are great at that

people plan attacks everyday but a low percentage of them are actually acted on. You cannot outlaw idle thought.
When a plan is executed is more important IMHO. Bush had been in place for close to a year. The last time I checked September was the 9th month of the year.
See what gets me is when rabid republicans make up excuses and try to point fingers on why things have happened instead of just owning up to the mistakes. So when we get attacked and some attempt to rationalize that the person in charge is without blame. And when the economy tanks it isn't the fault of our hapless leader and shortsighted congress. And when our international standing is at an all time low it is the fault of those damned furriniers.

Yup. This is why Clinton is trying to fix his image because he knows history will not be kind to him, despite his popularity. Sex scandals notwithstanding.
Race matters in a racialist, race-obsessed country. Yet spare me the griping about "the Blacks support Obama because he is Black" in a nation with a White majority that has ALWAYS voted for White men for president, and USUALLY votes along racial lines for political candidates.
Let's not act as though White Americans are somehow not racialist (and some racist) and do not consider race in their voting decisions. PLEASE let's not go there. It's asinine. Some, perhaps many, Americans factor in the race of the candidate in their decisions. Do Blacks do this? Yes. Go down the list of racial categories and the answer is "yes." The point is not whether people do this, but whether it is the main or only reason for their behavior.
Obama was not the preferred candidate of Black Democrats until he won Iowa. If the ONLY factor in their voting behavior was race why did Hillary Clinton ever have a lock on the Black vote?
Lastly, many studies have shown that "minority" groups such as African Americans and women exhibit unconscious bias against their labeled groups. So, to me, this is another reason why "minority" and female candidates can be discriminated against even by their own.
if I were american I would vote for Cynthia Mckinney, I Like her values, and I dont get why people make such a big deal about Obama being black, he might not even take care of you, even if he is voted into presidency, it want stop people from retaining racist attitudes. Actually, some may see Obama as their slave, or a 'maintenance' worker, racism can propagate in many different way.s.
