Yes. A detailed description of the process is here. Also, there is a summary of the process in the FAQ link at the top of every page.
In short, to register you must have a valid email address, to which the system sends a confirmation email with an activation link in it. This makes the person a member, thereby activating all the links at the top of the page (search, memberlist, private messages, etc.). But it does not give posting privilege to any of the forums other than this one. I do not grant posting privilege unless I am convinced that the new member is legitimate. But this forum ("Site Management") can be posted to by members without posting privilege. This is so that a person who has been suspended can report problems anyway. As a result, about once or twice a day trolls, porn advertisers, and other weirdos who have gone through the email confirmation process but lack posting privilege will put something into "Site Management" (because they cannot post anywhere else). As soon as I spot them, I delete the post, I delete the member, and I permanently block the ip address whence it came.
Several of the guys have volunteered to keep an eye out for such things and let me know. I would appreciate it if you would be willing to lend a hand in the same way.
