Request for proposals regarding tone.

This concern was raised by the recent flame-war in the thread Rejecting Blackness because Blacks suffer discrimination in the "Issues for Biracial Americans" forum.

We need clearer policies regarding "tone of voice," which as far as I can tell is what initially angered everyone about DevilChild's messages. Their actual content was relatively innocuous (Blacks suffer discrimination, so White folks born into the Black community have an incentive to switch) but their tone made people read racist sentiments into them. Later, of course, DevilChild became abusive and defiant towards a moderator, but I am talking about the initial problem, where content was relatively mild but tone was infuriating. Any thoughts on this would be appreciated.
