No. Adding the prefix, “It is my opinion...,” does not make a statement about factual reality exempt from the rule. The statement, “The Nazi holocaust never happened; it is all a fabrication by the Jews,” demands substantiation of some sort. To prefix that claim, or any other claim about factual reality with the words “It is my opinion that...” does not make it exempt from the rule. Conversely, omitting the prefix does not make a claim not about factual reality come under the rule. The only claims that are exempt from the rule are those not about factual reality. “Vanilla ice cream tastes better than chocolate,” for example is exempt even without the prefix. Members may use the (“It is my opinion”) prefix or not as a matter of personal taste. Either way, it does not affect whether a claim is subject to the rule of substantiation.
