The way the board works now, anyone can join as long as they confirm an automated email, and they can then immediately post in this forum and send PMS. But they cannot post anywhere else until receiving posting privileges.
This means that newly registered users without posting privileges can spam this forum (only) and also spam the membership via PMs. Normally this is not a problem because we immediately cancel their accounts and delete their messages.
But recently we have had a couple of incidents of such new users spamming all the other members via PMs. We expel such people immediately, of course, but the spam PMs are irritating.
To stop this practice we are proposing to change the sign-up routine to require admin account activation before a new member can do anything (PM, post here, anything). Please post your thoughts pro and con below.

How about a button or other easy way to report PM spammers like BestAsSeenOnTVBestEver who just hit me with a PM about some product?
Adding: I don't think these new users are interested in much besides spamming
